Minister Suren Papikyan received the Congress of Local and Regional Authorities of the Council of Europe delegation

Minister of Territorial Administration and Development of the RA Suren Papikyan received a delegation led by the Secretary General of the Congress of Local and Regional Authorities of the Council of Europe Andreas Kifer. Among the members of delegation were Deputy Head of the Department of Foreign Relations of the Congress of Local and Regional Authorities of the Council of Europe Secretariat Dmitry Marchenkov, Deputy Head of the Council of Europe Office in Yerevan Lorenya Viyou, Senior Project Officer of Council of Europe Office in Armenia and Representative from Ministry of Foreign Affairs of RA Susanna Adamyan.

Greeting the guests, Suren Papikyan highly evaluated the existing level of relationships between the Council of Europe and the Ministry of Territorial Administration and Development of the RA and highlighted, that Armenia is eager to use the potential of possible cooperation in different fields in best way.

Minister introduced to congress delegates current authorities views and vision statement on territorial and local administration and mentioned: “The basis of creating complete democracy in Armenia is the high level of democracy and self-government at local level. The contact between state government and local self-government system will be better when the territorial administration reforms will be consummated. In this purpose we are going to delegate part of territorial government level authority to communities”.

Touching upon the community consolidation process Minister Suren Papikyan said, that responsible officials decided to pause it till the snap parliamentary elections in Armenia will be held.
Minister explained the necessity of such pause with the need to escape the drawbacks, which took place during former reforms and to analyze the advantages and disadvantages of the reforms. Suren Papikyan expressed gratitude to GIZ, UNDP and Swiss Development Agency for their support in capacity building and institutionalization of self-government systems in Armenian communities.

Secretary General of the Congress of Local and Regional Authorities of the Council of Europe Andreas Kifer expressed gratitude for reception and mentioned, that the RA is one of important partners of the Council of Europe and highlighted the willingness of the Council to promote the democracy consolidation process in Armenia further.
Andreas Kifer expressed remorse connected with impossibility to make observation mission during the Yerevan city mayor snap elections because of limited resources, and explained that solely with the fact, that invitation to make observation in simultaneous elections in Bosnia-Herzegovina was accepted earlier.

Mentioning the importance of observation activities of the Council of Europe Suren Papikyan expressed hope, that the Օbservation mission of the Council of Europe will actively take part in upcoming parliamentary elections. Summarizing Minister expressed confidence that due to making best use of the potential of the existing cooperation between the Council of Europe and RA in different spheres of territorial and local levels, it will be possible to complete territorial administration reforms in the near future and have independent communities based on participatory democracy.
